Since being elected to the Pennsylvania House of Representatives, Valerie has been proud to have four of her bills signed into
law, each designed to protect and empower residents across our Commonwealth. These laws reflect Valerie’s commitment
to protect Pennsylvanians by promoting fair and transparent pharmacy pricing, enhancing cybersecurity and
supporting victims of human trafficking.

  • Pharmacy Benefit Manager Accountability and Patient Protection Act
    Act 77 of 2024 strengthens protections for patients and community pharmacies by regulating Pharmacy Benefit Managers (PBMs) and limiting harmful practices such as patient steering, spread pricing and retroactive recoupments. The law also establishes a clear complaint resolution process through the Department of Insurance, ensuring PBMs prioritize patient care, fair competition and the sustainability of local pharmacies.
  • Prohibition of โ€˜Gag Clausesโ€™ by PBMs
    Act 67 of 2020 prohibits โ€œgag clausesโ€ in pharmacy contracts, ensuring pharmacists can inform patients when paying cash could be less expensive than using insurance. The law empowers pharmacists to disclose prescription price information, helping patients access the lowest possible out-of-pocket costs and promoting transparency in medication pricing.
  • Protecting Victims of Human Trafficking
    Act 45 of 2021 expands the list of sexual offenses requiring incarcerated offenders to participate in Department of Corrections counseling and therapy programs. By including offenders who subjected minors to sexual servitude, the law aims to reduce recidivism and improve public safety through targeted, evidence-based treatment.
  • PANG Cyber Security
    Act 38 of 2022 allows the Commonwealth to use the expertise of the Pennsylvania National Guard to respond to cyber crises and counteract cyber intrusions. The law strengthens the stateโ€™s cybersecurity defenses by enabling rapid, coordinated support during digital threats or attacks.
